Senator Ferns moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 2548--A Bill to amend and reenact §11-16-18 of the Code of West Virginia, 1931, as amended, relating to the use of outside speakers by persons licensed to manufacture, sell, possess for sale, transport or distribute nonintoxicating beer; eliminating prohibition against licensees having any loudspeaker located on the outside of the licensed premises that broadcasts or carries music; and providing that licensees may have speaker systems for outside broadcasting so long as the noise levels do not create a public nuisance or violate local noise ordinances.
